RT. REV. JOHN MACHAR THON
BISHOP OF DUK DIOCESE
SOUTHERN SUDAN
EXECUTIVE SUMMARY
Sudan has been a concern to many people over the civil war which has locked the country for the last two decades. Duk diocese is the newly created diocese in Southern Sudan. It has a population of about 9 hundred thousand people. It has 9 Archdeaconries and four districts. This civil war that is between the Khartoum government dominated mainly by the Islam of the Arabic origin and the Southerners who are mainly Christians of the African origin have caused absolute devastation to the existing infrastructure especially in the South. Besides, the war have traumatized and impoverished people rendering them homeless and helpless with scars, which will take long to heal.
Thousands of Dinka people have been killed denied the right to education and even rendered homeless and desperate. No wonder a child is born and becomes an adult without knowing how to read and write. This whole scenario has deteriorated ever since due to the fact that young people and children are hijacked and recruited to be guelliras by the SPLM. All this has happened because this region of the Upper Nile is the home of the Sudan People Liberation Front (SPLM) which if fighting for a government of national unity.
In this regard a group of clergy and laity mainly from the Anglican Church of Sudan and members of the affected Duk society have come together with a common objective of helping their tribesmen restructure their lives by reviving the schools.
It has therefore come up with a proposal for reconstructing a school so as to improve the living standards of the people for a bright future of the community and the country at large. In so doing they will be fulfilling the great commission of our Lord and saviour Jesus Christ who is the author of the Church as clearly inscribed in Matthew 28:18.
This long term project will focus on the Duk community at large. The principal objective of this project is to impart knowledge by contributing towards improving skills related to reading, writing, speech, concentration and memory. It is also aimed at improving moral standards of the people by instilling Christian principals based on the “Love of God.” This project document sets out the proposed activities, approach and budget for the school reconstruction process with special focus on teaching and textbooks. The project activities are aimed to commence in January 2003 and will involve a comprehensive reconstruction of classes, enrollment, hiring of work force and subsequent kick off to the proposed teaching programme. The specific activities will include construction of classes, enrollment of students, placing them in classes according to the levels of education and age, deploying of qualified teaching staff and teaching according to an already set curriculum.
The total budget for this project is 40,000 US dollars, which is equivalent to KShs. 3,200,000 per annum. The project will be implemented through a joint effort of all stakeholders and will be supervised by both the church and the school committees. Progress report together with the audited accounts will be submitted to all stakeholders after every three months. This project will therefore enhance personal confidence to individuals because academic talents will be unearthed. It will also build moral and cultural values to the community because their communication skills will be improved.

TECHNICAL APPROACH
Implementation Structure
Being a long term project, a comprehensive exercise to rebuild schools and initiate the learning process will be supported. The project will be implemented through the establishment of a definite structure that will extend from community level to the donor.
Community level
There will be the school committee, which will be comprised of 12 members who will oversee the day-to day running of the school. This will be composed of credible, morally upright focused people and will be elected by the church.
Board of Governors
They will be elected from the 12 in the community level and they will be three in number. Other three will be members of clergy and laity. The board of Governors will be responsible for monitoring both the day-to-day running and the financial management of the school. They will also oversee the proper implementation of the curriculum and the discipline of the teaching staff.
Teachers
The teachers will implement the teaching process led by a head teacher appointed by the Board of Governors. The head teacher will pursue the implementation of the curriculum and syllabus. Together with the teaching staff, they will enforce discipline among the students. The head teacher will organize for all procurements that include textbooks, food, uniforms, stationeries, chalk, exercise books etc.
Directors
Directors will comprise of three members of laity and clergy drawn from the Board of Governors. They must be persons of high integrity, learned and transparent. The directors will negotiate with donors for funding and present a budget on the actual. Further they will be expected to produce a quarterly management report on financial management and defend it in all relevant quarters including the donors and the church.
BUDGET
The following is a budget based on the actual costs of materials at Nakuru town of Kenya.
NO. ITEM QUANTITY UNIT COST TOTAL AMOUNT IN US$

Transport Charges (air) 320,000 4,000
TOTAL 549,350 6,866.875

Construction labour is calculated in the following way:-
10 laborers and one mansion will be required to build one room for one month at a daily rate of KShs 200 per laborer and KShs 500 each day for the mansion. The cost of labour will therefore be (200 x 25 x 10) + (500 x 25) = (50,000 + 12,500) = KShs 62,500 equivalent to US$781.25. Initially 3 classes will be required plus one office. Therefore the cost of materials for 4 rooms of 25ft x 15ft dimension plus labour is KShs 1,487,400 which is equivalent to US$ 18,592.5.

The first enrollment will be done for 40 students per class, a total of 120 students. Each student will be issued with two textbooks of different subjects which will be on rotational basis at an average cost of KShs 150 per book.

Therefore the total construction and running cost for the proposed institution for one year is expected to be KShs. 3,467,680 which is equivalent to US$ 43,346 (Based on the average exchange rate of 1US$ = KShs 80.
FUNDING
Since the area in question was totally devastated, hardly can the local folk raise any amount of money. Therefore the project is purely dependent on the well wishers and donors.
JUSTIFICATION
The Anglican Church of the Sudan is committed to the integrity of this project and will do everything at its disposal to ensure that the project is well managed and funds from donors and well wishers are properly accounted for.
